Draft Character Areas & Future Land Use Map (FLUM)

The draft Character Areas & Future Land Use Map (FLUM) generally depicts intended land use for areas throughout the County and describes each Character Area’s unique and discernable purpose, design, and feel.

Unlike a zoning map, the FLUM does not follow parcel boundaries, and its categories do not specify allowable uses or development standards. This map is to be interpreted broadly using land use categories to evaluate desired character area objectives around the County.

The FLUM, upon finalization and adoption, will provide generalized guidance for conservation and growth and is meant to be considered in context with other general plan policies and recommendations.

The FLUM also influences recommendations that will be presented in the General Plan so that policy decisions align with the community's desired types, locations, patterns, and intensities of future conservation and development.

Activity centers are identified on the FLUM as areas with the greatest opportunity for growth and transformation. These targeted areas only cover approximately 2% of the County and are delineated from other character areas on this map.
